I'm fairly certain that every OHS even tangentially represented in the OHSWG supports these. One system that had a particularly good implementation of that feature, and is not represented by the subscribers of this list - Trellis. I'd mail Rick Furuta (furuta_at_cs.tamu.edu) for his input.
With regard to OHP messages - the OHP-Nav protocol does support n-ary links. The best published OHP ref (I guess) is the Reich et al. paper which appeared in New Review of Hypermedia and Multimedia 1999(5).
