"Buy GIBIS" should have been the title of this paper.

Issue: in order to the system to work, he proposes a big change in the society. In other words, society must adapt to the system and not all the way around. Any system that demands this high cost must provide great benefits in order to be used. Otherwise the cost/benefit ratio will not be adequate and people will stop using the system.

Maybe in military organizations this kind of systems will succeed, thanks to the prominent role played by standardize procedures. However in other more dynamic and flexible organizations these systems will not (and in fact have not) be used.
